This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office, at its headquarters in Luxembourg, the Head of IT Business Solutions Department.*
The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

You will report to the Group Chief Digital Officer, within the Group Corporate Services Directorate.
The department enables the business and to build fast, efficient and value added business solutions to respond to specific needs for front & corporate applications to client relationship management developments while managing risk & ensuring compliance and is composed of four Divisions.

You will report to the Group Chief Digital Officer, within the Group Corporate Services Directorate.
The department enables the business and to build fast, efficient and value added business solutions to respond to specific needs for front & corporate applications to client relationship management developments while managing risk & ensuring compliance and is composed of four Divisions.
Accountabilities
- Strategic leadership including developing and implementing a long-term strategy for IT Business Solutions, aligning with the bank’s overarching strategic goals. Leading critical programs to enhance both business and back-office operations, optimizing our software and systems landscape.
- Drive the organization’s digital ambition by transitioning to modern software practices, including agile, DevSecOps, and cloud solutions. Guide the move towards low-code platforms and the standardization of IT architecture.
- Manage a diverse IT organization, including 100+ internal staff and 400+ consultants, overseeing partnerships and vendors to optimize delivery models, ensure value, and maintain high performance across outsourced and in-house teams.
- Be a strategic partner to key Group stakeholders, influencing and aligning IT initiatives with business needs. Represent IT in senior forums and governing bodies, providing insights and recommendations.
- Ensure continuous alignment with business services and IT Strategy, determine vision and investment decisions, define the organisational structure, transform and optimise delivery practices, assuring the optimal functioning of activities and organisation-wide services
- Contribute to the development enterprise software solutions and coordinate the simplification of our system landscape, selection of any new systems and tools aligned to enterprise architecture standards and business needs, and provide operational services aligned to GDO’s and operational standards (OLAs/SLAs) and relevant policies
- Cultivate a high-performing team through continuous learning and improvement, enabling cross-functional skill-building and capability scaling. Drive a culture of accountability, collaboration, and growth within the department.
- Drive the culture of innovation and empowerment jointly with GDO and business
- University degree (minimum an equivalent to a Bachelor) preferably in a technology or information management related subject
- At least 10 years of experience related to the IT / information management function
- At least 5 years in a leadership or managerial role demonstrated not only in the operational field but also in terms of motivating large teams and complex projects
- Broad and deep technical, software and technology management, and managerial knowledge of digitalisation practices and IT business applications would be a significant advantage
- Strong software delivery skills and proven track record in scaling up best practices for software development, delivering faster time to value with sustainable cost efficiency
- Proven record of positive transformation programme in a major bank, a public institution or in an international organisation would be an advantage
- Experience in agile ways of working, preferably in scaled model involving business
- Experience in managing outsourced services in IT/data areas would be an advantage
- Excellent knowledge of English and/or French (**), with a good command of the other. (Knowledge of other EU languages would be an advantage).
